What Proposed Remedies Are in the Application?

Why it matters: The proposed Committed Gateway Pricing Program is temporary and applies to only a narrow set of manifest shipments between sole-served facilities on Union Pacific/Norfolk Southern and sole-served facilities either on BNSF or CSX.

Committed Gateway Pricing (CGP) Program is:

  • Temporary: CGP would expire when STB oversight ends
  • Limited gateways: Chicago, St. Louis, Memphis, and New Orleans. If your traffic does not move through these gateways, it is not eligible
  • Does not apply to intermodal traffic, unit trains, finished autos, storage-in-transit, TIH/PIH, dimensional loads, or rail-carrier-owned facilities
  • Does not apply to dual-served customers
  • Does not apply to customers located on CN or CPKC


The application proposes remedies that are temporary, narrowly targeted, and unavailable to the vast majority of shippers. For some of those eligible, CGP will actually increase costs.
